There are only 5 utility spells in the game, and considering 3 Are viable (Ignite, Haste, Invisibility) that means that more than 50% of the Utility spells are viable.
Guess what? there are 6 damaging spells in the game, Missiles, Fireball, Chain Lightning are the most viable spells. That is 3 out of 6.
That means 50% of damaging spells are viable.
Congratulations. You keep trying to say "Only x amount" when there is over a 50% for both.
There is NO GAME IN EXISTENCE that every single skill is viable.

First. I believe we have around WAY more utility spell than that. Bless, cleanse, divine strike, Bind, ressurect, protect(assuming this isn't just factored into healing/shielding) haste, invis, slow, and ignite. Plus or minus the frost spike of unimportance. May be more I missed.
Also, damage spells, Holy 100 damage nuke, sanctuary aoe, chain lightning, fireball, missiles
